Social leaders and humanitarian accord

Faced with a prolonged humanitarian crisis in the Pacific region that has distinct origins in structural racism and historical exclusion,  which has been deepened with the armed conflict, organizations, and authorities of Afro-descendant and Indigenous peoples, initially from the Department of Chocó and later extended towards the territory of the Pacific and North of Cuaca have called on the government and armed groups for a “Humanitarian Agreement Now!”

This call responds to the serious issues of persecution and assassinations of right defender leaders, confinements, massive displacements, recruitment of children and adolescents, sexual violence, threats, forced disappearances, and confrontations to enact territorial control. These events take place in the context of a reconfiguration of the armed conflict after the signing of the Peace Accord, the rearming of FARC guerrilla, the breaking of the agreements with the ELN (national liberation army), the deepening of an extractivist economic agenda, and the lack of appropriate government response.

Within the framework of the implementation of the Ethnic Chapter, Ethnic organizations and authorities of the Ethnic Commission from different contexts and particularities of the region are making a call for the recognition and respect of Human Rights and Indigenous Human Rights, a ceasefire to hostilities; dismantling of illegal structures; the recognition and respect for the ethnic-territorial authorities, their organizations, autonomy and the inherent rights of the communities as well as humanitarian demining and monitoring and verification processes, amongst others.

To support this call, it will be necessary to create alliances with guarantors and international media, to ensure the fulfillment of responsibilities by the Colombian State within the framework of this Humanitarian Agreement.
